In 2020, WSDOT began developing a report to define community needs within the defined corridor area. The purpose was to understand the current conditions of the SR 4 Technical Report area by compiling information on existing transportation infrastructure, land use and economic conditions in the report area.

Design and public engagement work to implement report's improvements using state Pedestrian & Bicycle Safety program funds.
Prior to the report, no funding was allocated to implement its preferred infrastructure improvements along SR 4. However, WSDOT and its local partners have continued working to identify appropriate funding opportunities. In 2021, the City of Kelso pursued and received funding to design and construct some of the report's recommended improvements through the state's Pedestrian & Bicycle Safety program. As of spring 2024, Kelso is progressing with the project design and community engagement processes for these improvements.
The purpose of this technical report is to develop a plan that defines, supports and prioritizes strategic actionable outcomes, and cost effective and feasible improvements that will support long-term economic growth along the SR 4 corridor through the Longview-Kelso area.
