Traffic Conflict Screening Using Video Analytics Program
The intent of this funding is to implement network-wide traffic conflict screening programs using video analytics at controlled intersections with disproportionate numbers of traffic violations and injuries to active transportation users to reduce fatalities and serious injuries in accordance with Target Zero.

Local public agencies including cities, counties, tribes, etc., are eligible to apply.

$110,000 (State Funds)
Program Requirements
Agencies must comply with the following requirements as part of their project.
- Projects must comply with all necessary federal and state requirements as detailed in the Local Agency Guidelines Manual.
- Projects must be completed as selected once they have been awarded funding.
- Recipients must report biannually on the status and expenditures of each project.
- Projects that are not actively pursued or that become inactive are at risk of being cancelled and the funds reprogrammed.
Selection Process
- All properly submitted applications will be reviewed to ensure they are complete and eligible for funding.
- WSDOT’s Local Programs Director will select final projects for award based on a first-come, first-served application process for any projects meeting the program intent.
Application Form
A completed application form is required and is available as (DOC 43KB) or (PDF 160KB). Applications must include:
- A vicinity map showing the location of all improvements/countermeasures/projects.
- A detailed cost estimate for each phase (preliminary engineering, right of way, and construction).
Applications must be submitted electronically by email to HLPGrants@wsdot.wa.gov. Paper submittals will not be accepted.
Additional Considerations
Agencies are encouraged to incorporate equity-specific safety data and consider equity-related safety risk factors in the project identification process. In many communities, traditionally disadvantaged populations are disproportionately impacted by fatal and serious injury crashes. For more information please see Target Zero, pp. 217-221.
