SR 3 Gorst Area Planning and Environmental Linkages Study

In June 2024, WSDOT began a Planning and Environmental Linkages (PEL) study to look at State Route 3, SR 16, SR 166 and SR 304 in Gorst. This study looks at adding a lane to SR 3 in each direction from Gorst to SR 304. It also explores elevating the roadway through Gorst, replacing the Navy’s railroad crossing of SR 3 and replacing nearby fish barriers.

The PEL study will allow WSDOT to meet with key partners early in the planning process. These include regulatory agencies, tribes, local governments and all users of the highway.

Purpose

WSDOT will work with its partners to define a Purpose and Need, identify a full range of alternatives and conduct screening of alternatives. After the PEL study is complete, recommended alternative(s) will go through an environmental review process.

Join us for upcoming engagement 

Over the last several months, our team has been making progress on developing the study purpose and need statements and the initial range of design options, or alternatives, for the area. We are hosting an in-person and online open houses this month to share these updates with the community.  

  • Online open house: available from February 19 through March 11 online at engage.wsdot.wa.gov/sr-3-gorst-area.

  • In-person open house: Wednesday, February 26, from 4:30-6:30 p.m. at Naval Avenue Elementary School gymnasium (900 Olympic Avenue, Bremerton, WA 98312)  

Both the in-person and online events include translated material and language access in Spanish and Tagalog. The in-person event will have interpreters available for American Sign Language (ASL), Spanish and Tagalog. 

Your input will help inform the study purpose and need and the range of options under consideration. Both events will include the same information.
