The PASS Grant Program will be putting out a call for vendor applications soon. 

The PASS Program seeks vendors who will assess individual needs, provide pre-employment assistance, and help remove barriers to employment. The vendors should also offer pre-apprenticeship training programs to prepare individuals for careers in highway construction.

WSDOT’s Office of Equity and Civil Rights is launching the Workforce Advancement and Vocational Education (WAVE) grant program to enhance diversity in the Washington State Ferries' vessel workforce. 

The WAVE program seeks vendors to conduct outreach to women, minorities, unhoused individuals, and other disadvantaged groups. Vendors will assess individual needs, provide career readiness assistance and help remove barriers to employment. They will also offer maritime training and credentials to prepare individuals for a career at Washington State Ferries.

Eligible applicants must be non-profit organizations, including local Native American tribes, churches and community-based organizations, to support WSDOT’s workforce-diversity goals.

After an extensive and competitive acquisition process for the 2023-2025 Biennium, the following organizations have been awarded funds* to provide outreach, pre-apprenticeship training, and supportive services to females, minorities, and socially and economically disadvantaged individuals across Washington State.

Tulalip Tribes TERO Vocational Training, $626,800.00

Counties Served: Snohomish, and open to any Native American in Washington State

ANEW, $2,206,126.50

Northwest Carpenters Institute, $1,111,615.00

To be ready to apply for PASS Program funds for the 2025-2027 Biennium, your organization must be registered with Washington’s Electronic Business Solution (WEBS). When registering, please choose commodity code 924-86-00.
