Step 1: Prequalify
Learn about the different types of prequalification for public works contracts, find applications and forms, learn about prequalified contractors, and find prequalification laws and rules.
Apply for contractor prequalification with WSDOT
- Complete at least five projects successfully. These can be as a prime contractor or a subcontractor and with any owner or contractor.
- Download the Standard Questionnaire & Financial Statement (PDF 3.2MB), which allows you to opt-in for the Small Works Roster, if desired.
- You will need a copy of your audited or reviewed financial statement to in order to apply for prequalification. If you don't have an audited or reviewed financial statement complete the Small Works Roster application (PDF 2.5MB) instead of the Standard Questionnaire & Financial Statement.
- Submit the completed, executed and signed forms along with a copy of your audited or reviewed financial statement to prequal@wsdot.wa.gov. There is no fee for prequalification.
Renew your qualifications annually
- You will receive an annual notice when it is time to renew your qualifications. This notice will indicate if you can use the Supplemental Questionnaire & Financial Statement or if the Standard Questionnaire & Financial Statement is required. The Standard Questionnaire is required every third year of renewal.

- Contractors who are renewing or need to submit additional information to WSDOT regarding structural changes (e.g., officer, ownership, incorporation, etc.) need to use the Standard Questionnaire & Financial Statement form (PDF 3.2MB). If you are unsure of which form you need to use, please contact prequal@wsdot.wa.gov.
- Submit the completed, executed and signed forms along with a copy of your audited or reviewed financial statement to prequal@wsdot.wa.gov. There is no fee for prequalification.
Get on the Small Works Roster for projects estimated to cost less than $350,000
- Complete at least 3 projects successfully. These can be as a prime contractor or a subcontractor and with any owner or contractor.
- No financial statement is required to apply for the Small Works Roster. Download the Small Works Roster application (PDF 2.5MB).
- Submit the completed, executed and signed forms to prequal@wsdot.wa.gov. There is no fee for the Small Works Roster.
